Screen
Is this person or company on a sanctions list, a politically exposed person, under a regulator's action, or in the news for financial crime? Ward answers with every hit, how strong it is, and whether the date of birth and country agree.

Decision: clear → APPROVE; possible_namesake or potential_match → STEP_UP; strong_match → DECLINE. A PEP match lifts APPROVE to STEP_UP: a PEP calls for enhanced due diligence, not a block. A contradicted birth year keeps the hit (lists carry errors) but marks it possible_namesake.
Human review
A match on name alone is not a determination that the person is sanctioned. Review potential matches before acting, and never tell the person they matched a list.
